HaMoked's petition regarding the delay in the decision whether to try persons involved in the deadly shooting of a Palestinian minor. During the incident, soldiers shot children who were throwing stones in Tulkarem. A minor who was on his way from school was shot and killed. An investigation was opened a year later, only after HaMoked intervened. It took another 2.5 years for the file to reach the Advocate's office and 18 more months without a decision whether to close the file or indict. The day after the petition was filed, HaMoked was notified the case had been closed for "lack of guilt".
