Convention on Transit Trade of Land-locked States
The treaty regarding transit trade to land locked states acknowledges the right of all States to free access to the sea, even if they do not have a territorial coastline. This is a basic principle for ensuring the expansion of international trade and economic development. Article 2(1) of the treaty emphasizes that each state shall ratify, in accordance with its laws, the passage through its territory of persons whose passage is vital for the transit of wares. Article 12 of the treaty permits a member state to limit passage through its territory in times of emergency, for as short a period as possible, and provided the state undertakes to enable passage to the utmost possible extent. Israel did not sign this treaty; however, its principles form part of customary international law.
