Convention on the Law of the Sea
The UN convention on the Law of the Sea put into writing most of the customs agreed upon by the States, which involve the rights and duties of states inside and outside of territorial waters. In articles 18 and 19, the convention defines innocent passage as a continuous passage, without unnecessary anchoring, through the territorial waters of another state, in a manner not prejudicial to the security and peace of that state. Article 17 of the convention specifies the right of every state to innocent passage as defined. Article 24 prohibits a state from preventing innocent passage as defined by the convention. Israel is not a party to the convention
