Barcelona Convention and Statute on Freedom of Transit
The Barcelona convention on freedom of transit requires signatory states to undertake to facilitate passage of traffic through the territory under their sovereignty or control, in order to enable free passage. Passage shall be by transit rail or waterway, on routes in use convenient for international transit. Article 2 emphasized that each state must enable the realization of this right, without discrimination. Article 7 permits a state to limit this right in exceptional cases - as in the case of an emergency affecting the safety of the state - for as short a period as possible, provided that during this period the freedom of transit shall be observed to the utmost possible extent.
