Position paper by HaMoked and Gisha on the new military procedure aimed at deepening and establishing the separation between the West Bank and the Gaza Strip. In the procedure, Israel sets almost inapplicable conditions for the move of Palestinians from Gaza to the West Bank. Minors, the elderly and the chronically ill living in Gaza, will only be able to move to the West Bank and live with their first degree relatives if there is no one in Gaza who can support them, regardless of their degree of proximity. The organizations call on Israel and the international community to act to revoke the procedure, which clearly violates international humanitarian law and harms the basic rights of residents of the occupied territories.
