HCJ 4819/09 - Dr. Alhur et al. v. Military Commander for the West Bank Petition for Order Nisi
HaMoked’s petition to allow the ICU director at the government hospital in Hebron to travel abroad to attend professional conferences. HaMoked claimed that preventing the petitioner, who was never arrested, from traveling constitutes a violation of his right to freedom of occupation and movement and causes direct damage to his professional work as a senior physician. The military is also violating the provisions of international humanitarian law which oblige it to see to the normal life of the residents in the occupied area under its control.
