Due to HaMoked's petition, the State announced that visits of families from the Territories to prisons in Israel will renew 72 hours after the closure is imposed, even if it is still in force:  HaMoked petitioned the High Court of Justice against the policy of the military to automatically cancel family visitations during closure periods

HaMoked petitioned the HCJ on 3.10.05 against the cancellation of family visitations due to the full closure then imposed due to the Jewish holiday periods.  The military then cancelled all family visitations scheduled to prisons in Israel and to the Ofer Detention Center in the West Bank.  HaMoked claimed that this cancellation was not necessary as in any case the families travel to the prisons in organized transportation accompanied by military forces.  In fact, the Ofer Detention Center is not even within the boundaries of Israel.  These automatic cancellations were further blows to family right to visitation, which in any case is extremely difficult to arrange. 

In the petition over 100 days of closure during the previous year alone, beginning on 15.9.04, were delineated.  Indeed, certain districts and the northern section of the West Bank were under closure even more than this. 

After the petition was filed, the State told HaMoked on 11.10.05 that the visits would be renewed and new visitation permits would be issued within two weeks to those who had one-time permits in the past which expired before they could use them due to these closure periods. Pursuant to this announcement, a joint statement was presented to the Court on 14.10.05 in which the State committed itself to relate to other elements which were also raised in the petition. 

On 9.1.06 the State committed that as a rule even when a full closure is imposed, visitations would be renewed 72 hours after the beginning of the closure.
