On October 23, 2006, HaMoked appealed to the Head of the International Law Division in the office of the Military Advocate General requesting information about the exact location and nature of a new detention facility which the military had set up for Palestinian detainees on the border of the Gaza Strip.

Press reports and additional information obtained by HaMoked reveal that the facility is used for holding Palestinians who have been arrested recently during military activity in the Strip.

HaMoked demanded to know, inter alia, whether the facility had been announced as a detention facility in accordance with the law, what the conditions of detention in it were, what the maximum number of detainees held in it was and what the maximum length of time for holding detainees in the facility was. In addition, HaMoked demanded its lawyers be allowed to visit the facility without delay.
