The HCJ ordered that, except in cases where the needs of military operations prevent it, the order issued pursuant to Regulation 119 of the Emergency Defense Regulations must provide notice that the order may be contested prior to implementation – first before the regional commander, and then before the HCJ. In urgent cases, a house may be sealed immediately, because sealing, unlike demolition, is reversible. In such case, also, the person receiving the order shall be given notice of his right to contest the order, as stated above.
