Convention on the Rights of the Child Article 3

The Article states, in part, that the best interest of a child shall be the primary consideration in all actions concerning children, and the States Parties to the convention must take the legislative or administrative measures that will ensure the child such protection and care as is necessary, giving consideration to the rights and duties of the child’s parents or guardians.
