Following HaMoked's petition, a Palestinian woman who is deaf and mute was allowed to exit the Gaza Strip to Jordan with her parents in order to get married and begin a life with her husband: Forwarding the application for an exit permit from the Palestinian Civil Affairs Committee to the Israeli DCO was made possible only after the petition was filed

On 18 May 2008, HaMoked filed a petition in the matter of a Palestinian woman who turned deaf and mute at the age of two who wished to travel to Jordan in order to conduct the marriage ceremony with her spouse who is also deaf and mute and begin their life together in Austria, where he lives. The couple met while attending a special UN school for the deaf and mute. 

The Petitioner has been attempting to leave the Gaza Strip since July 2007, when she signed the engagement with her fiancé. Her attempts to forward the application for an exit permit to the Israeli side through the Palestinian Civil Affairs Committee revealed that Israel accepts such applications only in cases of death. HaMoked's attempts to address the Israeli District Coordination Office (DCO) in Erez directly also failed. The DCO said it only accepted applications through the Palestinian Civil Affairs Committee and not directly from the applicants. 

In response to the petition, the Military Advocate General notified that if the Palestinian Civil Affairs Committee forwarded an application it would be favorably considered. The Petitioner turned to the Civil Affairs Committee once more, this time with HaMoked's mitigation and while the petition was pending and the application was forwarded to the Israelis. 

The application was approved and on 14 July 2008 the Petitioner left to meet her spouse in Jordan along with her parents.
