The High Court of Justice emphasized that the punishment anticipated in a criminal proceeding against Palestinians convicted of taking part in attacks does not prevent application of Regulation 119 of the Defense (Emergency) Regulations against their houses, for deterrence reasons, even if they are located inside Israel. The High Court directed the military commander to study the opinion filed by the petitioners, and to refrain from damaging houses that are not subject to demolition orders.
