On 7 January 2009, as Israel was beginning its ground operation in the Gaza Strip, HaMoked: Center for Defence of the Individual appealed to the State Attorney's Office in order to find out whether Israel was holding detainees from Gaza in its secret prison, facility 1391.
During the second Lebanon war, Israel held Lebanese detainees in the secret facility, and, concerned that this practice would be repeated, HaMoked appealed to the State for information.
On 1 February 2009, HaMoked received a contemptuous response from the State Attorney's Office:
This attitude disgraces both the State Attorney's Office and the professional relationship between attorneys representing two parties in a legal proceeding.
