An expert opinion submitted in the course of the petition against Israel's assassination policy in the Occupied Territories establishes that international law allows targeting protected civilians only while they are actively engaged in hostilities and in no other situation. In addition, they are not to be penalized without a fair judicial procedure. The opinion also establishes that the assassinations may fall under the legal definition of war crimes.
