Pre-petition letter: Restoring Basic Services to the Civilian Population in the Gaza Strip Following the Withdrawal

In an urgent letter to the HCJ Division of the State Attorney's Office, HaMoked demands that the State find a way to restore basic services to the civilian population of the Gaza Strip following the army's withdrawal, and process urgent applications involving travel to Israel, the West Bank and abroad, or coordination with the Palestinian side. The crossings remain under Israel's exclusive control, and thus the army is still responsible for many aspects of the life of the civilian population of Gaza. In the letter, HaMoked also states that although the disengagement plan has been an established fact for over six months, the withdrawal was not accompanied by plans ensuring continued normal life in Gaza.
