Pre-petition letter: Removing Restrictions of Movement between Gaza and the West Bank

In his letter to the State Attorney's Office, HaMoked demands to remove the harsh restrictions imposed by Israel on passage from Gaza to the West Bank since the outbreak of the second intifada. Up until the date of the letter, passage was restricted to persons holding special permits and to humanitarian cases which were not explicitly defined. Sweeping age restrictions have also been imposed, especially on the passage of students, and the abuse of Palestinians who relocated from Gaza to the West Bank aggravated. The latter are now called "illegal immigrants", some are deported and the rest are denied basic services provided by the military. The letter also refers to Israel's continued responsibility under international law for the territory of Gaza and for its residents following the evacuation of settlements and military bases.
