Protocol Concerning Safe Passage between the West Bank and the Gaza Strip
The Protocol applies the principles of the Interim Agreement regarding freedom of movement between Gaza and West Bank. It determines, inter alia, that passage of persons will take place on the shortest route and only after a safe passage slip detailing routes and travel times is issued and submitted to security personnel for monitoring; that persons denied entry into Israel must use escorted shuttles and that there is no time limit on staying in either part of the Territories. The safe passage had operated for about a year when Israel closed it with the outbreak of the second intifada.
