Unreasonable and Arbitrary Directive as a Precondition for Appeals to the Erez DCO

HaMoked criticized the GOC Southern Command's perplexing announcement that the retraction of the requirement that Gaza residents who appeal against the denial of their application to enter Israel provide a private telephone number as a precondition for the processing of their application – was made by mistake. HaMoked claims that this is a poor excuse to renew the arbitrary and unreasonable directive, and shirk a previous obligation, as the first letter which cancelled the procedure explicitly stated that the decision had been approved by all the relevant officials. Furthermore, for over three months, DCO officials indeed ceased from demanding telephone numbers; thus, how can the Southern Command claim that the letter was sent by mistake, when its content was implemented on the ground?
