Response of the Association for Civil Rights, petitioner in HCJ 639/04 to the updating notices on behalf of the state

ACRI’s response to the state’s updates in the petitions filed by HaMoked and ACRI against Israel’s permit regime in the “seam zone”. ACRI contradicts the state’s claims that the permit regime is not intended to create discrimination between tourists and Israelis who are free to move in the zone and Palestinians and that it continuously works toward improving the lives of the protected residents. Data presented by ACRI paints a harsh picture whereby the policy gets stricter every year and the state reduces the number of permits granted to Palestinians and expands the seam zone to new areas. Therefore, it is a blatant violation of international humanitarian and human rights law. Document available in Hebrew.
