Petition by HaMoked and Yesh Din to instruct the military to amend the "Procedure for Processing External Requests to Access Investigative Materials collected by MPIU”. The organizations assert that the procedure’s arrangements are extremely unreasonable, motivated by extraneous considerations and violate basic rights. The organizations demand the procedure be revised such that civil claims against the state - pending or potential - would not preclude a review of MPIU investigation material in concluded investigations; the timetables allow victims to effectively exercise their rights and that the authority on appeals against MPIU decisions on disclosure of investigative material will be the Military Advocate General, rather than someone within the military prosecution.
