Report of the Commission of Inquiry into the Methods of Investigation of the General Security Service regarding Hostile Terrorist Activity (the Landau Commission) - Published Part

Government appointed commission, headed by President of the Supreme Court Justice Landau, legalizing torture. The commission emphasizes that pressure cannot "reach a level of physical torture of the interrogee or serious harm to his dignity", but at the same time, "efficient interrogation of suspects of terror cannot take place without use of pressure [...]. Use of measured amounts of physical pressure should not be avoided". In the second, classified part of the report, it addresses ISA interrogation methods, providing a guideline for permissible methods of "applying pressure in interrogation". The ISA views these conclusions as permission to continue torturing Palestinian detainees. The commission further remarks that the ISA has adopted and applied a "system of perjury".
