Transcript of a combined hearing on three petitions submitted by HaMoked, to instruct the military to issue entry permits to "the Seam Zone" for three Palestinians who own agricultural lands on the western side of the separation wall, enabling them to cultivate their lands. Justice Joubran criticizes the state's conduct, and suggests adoption of a more compassionate policy on the matter of permits for agricultural needs, according to which "the rule is granting permits, and the exception to the rule - not granting them".
