Procedure for Processing Applications for Israeli Residency Visas for Minors Born Outside Israel with Only One Parent Registered as a Permanent Resident of Israel

The Ministry of Interior's procedure for processing applications for Israeli residency for minors born outside of Israel, with only one parent who is a permanent resident of Israel. The procedure states that requests to register children, submitted before the completion of two years of "center of life" in Israel, will not be rejected out of hand, but will remain pending until the family has lived in Israel for two years and proven as much - when the request will be approved or rejected. This means that a child's status will be determined according to his age at the time of submitting the request, and not at the time his family has successfully proven two years of "center of life". However, the new procedure clearly states that the policy only applies to requests submitted after September 1, 2013.
