On January 12, 2017, the military issued a punitive sealing order against a house in Jabal Al-Mukabber, East Jerusalem, in which lived the perpetrator who carried out the attack in Armon HaNatziv on January 8, 2017. The parents and siblings of the young man as well as his widow and their four young children live in the house. The sealing order pertains to the basement and to certain parts of the ground floor which, according to the military, were used by the perpetrator.
On January 17, 2017,
HaMoked turned to the military and submitted an appeal against the sealing order, arguing that it was a vindictive action against the family – since the perpetrator was no longer alive and the family was not involved in the incident – and collective punishment, prohibited according to international law.
HaMoked clarified that the sealing of the parts of the house, as specified in the order, would injure the widow and orphans who resided in said parts. Furthermore – contrary to the declarations of the military, according to which this measure was required for "deterrence" purposes, the fact was that eight punitive demolitions and sealings which were executed by the military over the last two years in Jabal Al-Mukabber neighborhood, in which the perpetrator resided, and in its adjacent neighborhood, Sur Bahir, did not deter said young man from carrying out the attack.
