Every year, Israeli security forces prevent many Palestinian residents of the occupied territories from traveling abroad, with the vague justification of “security reasons”. “Security preclusions” are imposed against Palestinians without a hearing, and without even notifying them that they have been barred from travelling. Those who wish to have the preclusion against their foreign travel cancelled, are forced to undergo a lengthy appeal process lasting eight weeks at least, and often longer.
HaMoked represents dozens of Palestinians barred from travelling abroad for “security reasons” each year, in an effort to bring about the cancellation of the preclusions against them, and to protect the freedom of movement of residents of the occupied territories. In many case, "security preclusions" are arbitrary, and as such, they are quickly cancelled following the submission of a petition to the High Court of Justice – a phenomenon that was severely criticized by the Court in 2017.
On July 26, 2018, HaMoked submitted a request for data to the Coordinator of Government Activities in the Territories, regarding the prevention of travel of West Bank Palestinians through the Allenby Bridge border crossing. HaMoked requested the number of West Bank residents, divided by district, against whom a security preclusion appeared at the beginning of each of the years 2016-2018; the number of Palestinians who were refused passage upon arrival at the border crossing in each of those years; and the number of residents against whom “security preclusions” were imposed or removed during that time. In addition, HaMoked requested the number of Palestinians who submitted appeals against “security preclusions” in those years, and the number of appeals that were approved.
