Government Resolution 2492 - Temporary Permits for Residents of Judea and Samaria who have been present in East Jerusalem for a Protracted Period without a Permit

Response by the Ministry of the Interior to HaMoked's appeal regarding the government's decision concerning the granting of temporary permits to Palestinians who have been residing in Jerusalem without a permit for a protracted period of time. In his response the Ministry stresses that these are applicants who decided, for their own reasons, not to be included in 1967, following the war, as residents of Jerusalem, but rather as residents of the West Bank; and that at the basis of the government's decision is the view that the option to receive permanent status has already been exhausted, and there is no obligation to grant permanent status based on claims of residency which are 40 years late. The Ministry notes that the decision is in fact a "humanitarian arrangement atop a humanitarian arrangement".
