Updating notice prior to the hearing on a petition submitted by HaMoked and other organizations concerning the restrictions imposed by the army on persons precluded from travelling by the ISA. The petitioners stress that the new procedure is ineffective and clumsy, and only imposes further bureaucratic difficulties on Palestinians seeking to travel abroad, who are subject to a security preclusion. The petitioners mention examples of cases which HaMoked has handled, where, due to the new procedure, more time was needed to process the application, or a petition to the HCJ was required to resolve the problem.
