Petition by HaMoked against the respondents’ decision to handle requests for child registration where only one of the parents is an Israeli resident, and the children were born outside of Israel, in the framework of family unification. Prior to the decision, and in light of a HCJ ruling, these requests were handled separately. Following Government Decision 1813, of May 2002, which froze the handling of requests for family unification of Palestinians, it was decided not to register residents’ children who were born abroad. This refusal violates the child’s fundamental right to a status in the world, and to be given the same status as the parent with whom he lives.
