Following HaMoked's petition, the Coordinator of Government Activities in the Territories created a procedure for handling requests of residents of the Gaza Strip to settle in the West Bank. According to the procedure, as a rule, movement from Gaza to the West Bank has been limited to "the minimum necessary"; only detailed requests transferred by the Palestinian Authority will be reviewed; the criteria for approval of requests are a lack of security preclusions and the existence of "objective humanitarian circumstances". The procedure for approving "settlement" requests in the West Bank is graduated: six month permits for the first year, then year-long permits for seven years, only at the end of which Israel will consider approving the change of address.
