HCJVR 336/96, HCJ 7964/95 - 'Abd al-Halim Bilbeisi v. The General Security Service Decision

Decision by HCJ judges to cancel the order nisi in HaMoked's petition to cease the use of torture during interrogations. The judges cancel the order claiming the case is "a ticking time bomb", thus permitting the ISA to torture interrogees, including through shaking. This is the first clear judgment where the HCJ permits torture of interrogees, less than a year after the ISA killed interrogee Abd al-Samad Harizat by shaking him.
