HCJ 9657/07 - Jarbo'a et al. v. Commander of the Army Forces in the West Bank Respondent's Preliminary Reply

Respondents' reply to HaMoked's petition to permit a Palestinian and her four children passage from Gaza to Israel, in order to travel to the West Bank. The respondents repeat their claim that the petitioners do not fit current criteria. They claim that the petitioners have no right to enter Israel, not even in order to pass through it to the West Bank, and that the refusal constitutes "withholding a privilege." The respondents add that due to the security situation, passage through the Erez crossing is limited to exceptional humanitarian cases.
