HaMoked: Center for the Defence of the Individual is seeking expressions of interest by relevant external consultants for the provision of legal services for 18-month period with the possible extension within a framework agreement.

HaMoked is interested in the following:

• Consultancy contracts for the provision of legal services regarding violations of human rights in the occupied Palestinian territories

Applicants will be assessed in accordance with the selection criteria which follows and placed on a roster of eligible consultants who may be contacted by HaMoked to provide legal services with the types of consultancy contracts covered below.

The roster will be valid for commissioned services completed by the end of July 2024. 

A thorough review of the received expressions will be conducted by HaMoked and a list of qualified candidates will be selected to be placed on the roster.

Inclusion in the roster does not obligate HaMoked to commission any services, and work will be allocated solely at HaMoked’s discretion.

The commission of work from the service provider will be subject to HaMoked’s code of ethics and HaMoked’s regulations for the prevention of sexual harassment.

The Scope of Consultancy Services:

• The provision of full legal representation to HaMoked beneficiaries in occupied Palestinian territory cases, with a focus on rights of detainees and prisoners;
• The provision of legal services to HaMoked as required, including meeting individuals held in Israeli custody and collecting affidavits;
• Working with other lawyers, including other HaMoked consultants, to construct solid legal methodology and strategy for cases, using applicable domestic and international law as necessary.
   

Minimal Requirements:

• Six years of experience practicing Israeli law regarding issues related to violations of rights of Palestinians or other human rights violations relevant to these issues;
• Having an established law office located in Israel/Palestine and established experience;
• Israeli Bar qualifications;
• Experience in working with HaMoked an advantage
• Excellent command of both Arabic and Hebrew, written and oral.
